A Less Hopeful View of the IDEA Reauthorization

See this fair-and-balanced (really!) editorial in the Wichita Eagle. The upshot: The law has some provisions that might improve educational opportunities, but the new discipline provisions and the continued failure to provide the full federal share of funding are potentially serious problems.
