Effects of New Special Ed Laws Remain Unclear

The Atlanta Journal-Constitution had an article by that title yesterday about the IDEA reauthorization. Maybe it's just me, but is the fact that the Gwinnett County school system had to pay $250,000 for attorney's fees out of a $109 million annual special education budget such good evidence that IDEA lawsuits are imposing a crushing burden on school districts?
