Just posted on SSRN: Michael Waterstone's recent piece "Civil Rights and the Administration of Elections - Toward Secret Ballots and Polling Place Access," which is alread in print at 8 J. Gender, Race, & Just. 101 (2004). It's a very interesting comparative treatment of ways of guaranteeing people with disabilities a right to vote independently, in secret, at accessible polling places.
